Ho Chi Minh City Open University (HCMCOU) was founded on July 26th, 1993, according to the Decision 389/Ttg signed by the Prime Minister on the foundation of Ho Chi Minh City Institute of Open Education established on June 15th, 1990 according to the Decision 451/Ttg signed by the Minister of Education and Training. HCMCOU is the first institution to offer an open training with the aim of implementing the directions of the Communist Party and Government in socializing education and multiplying training types.
HCMCOU is a higher education institution offering a variety of programs ranging from on-site to distance learning and learning at satellite academic centers, it aims to meet various learning needs of society and to contribute enriching the country’s human resources.
Currently, HCMCOU has 27 Bachelor's programs, 11 advanced Bachelor’s programs, 12 Master's programs, and 5 Ph.D. programs. Of which, 16 programs have been nationally and internationally accredited (8 by FIBAA, 4 by AUN-QA, and 4 by MOET). In addition, HCMCOU has various joint programs with well-known higher education institutes around the world (3 undergraduate, 6 master's, and 1 Ph.D. programs).
There are currently about 30,000 undergraduate students, 1000 graduate students, and 600 teaching staff. Internationally, HCMCOU is a member of various organizations mainly related to open education and quality assurance such as The Asian Association of Open Universities (AAOU), International Council for Open and Distance Education (ICDE), ASEAN University Network-Quality Assurance (AUN-QA), the Southeast Asian Ministers of Education Organization – Sufficiency Economy Philosophy (SEAMEO-SEP), Quality Matters (QM). We also joined various Erasmus+ projects (3 KA1 and 4 KA2 projects). In 2020, HCMCOU is one of the 8 universities on the Times Higher Education (THE) Award Asia shortlist for Teaching and Learning Strategy of the Year. Apart from teaching, HCMCOU also has a solid research capacity. In 2022, we are ranked 119 in East Asia (Webometrics Ranking of World Universities), 325 in Asia, and among the top 10 in Vietnam (SCImago Institutions Rankings). Especially, in the field of Economics, Econometrics, Finance, and Education sector, we are number 2 in Vietnam and 80 in East Asia.

HCMCOU has strong development and achievement in international cooperation with a wide range of activities for teaching and learning. A variety of training cooperation projects such as Vietnam - Belgium programme, partnership programmes with University of Southern Queensland (Australia), Edith Cowan University (Australia), Flinders University (Australia), Fresenius University (Germany), Rouen University (France). The University continues to maintain its membership in international organizations such as The AAOU (Asian Association of Open Universities), ICDE (International Council for Open and Distance Education), SEAMEO SEAMOLEC (SEAMEO Regional Open Learning Centre - SEAMOLEC), SEAMEO SEPS (South East Asian Ministers of Education Organization Regional Centre for Sufficiency Economy Philosophy for Sustainability), QM (Quality Matters), AUN-QA (ASEAN University Network - Quality Assurance).
Besides, we are partnered in various Erasmus+ projects for Capacity Building such as Transdisciplinary research, Fintech Master program development, Recognition among Asian countries, etc. We also have a widespread cooperation in lecturer and staff exchange, student exchange and internship activities with various partners in European and Asian countries.
